General Cargo Logistics Coordinator (Координатор генеральных грузовых перевозок)

Responsibilities: Effective implementation of processes for assigned material groups: Management of the external logistics system (planning and coordination of operations, implementation of information systems, budget calculation). Ensuring quality of services provided by logistics operators for general cargo transportation. Securing timely delivery of general cargo in compliance with regulatory requirements and standards. Development and implementation of transportation plans for general cargo within assigned material groups, considering route optimization and cost minimization. Participation in coordination and control of transportation processes for general cargo through the general contractor’s logistics operators for assigned material groups, including: Selection of logistics contractors with the most optimal technical, operational, economic, and cost performance based on evaluation of commercial and technical proposals. Development of transport and technological schemes for cargo delivery. Negotiation and alignment of transportation procedures, including penalties, liability of parties, quality and timing requirements, as well as adjustments to timelines, costs, and technical conditions during execution. Conclusion of contracts for transportation, forwarding, and other services related to cargo transportation in accordance with procurement procedures established by law, as well as preparation of amendments following required approval procedures. Organization of the technological process of cargo transportation. Timely preparation and processing of relevant documentation. Participation in customs clearance, storage, and safeguarding of cargo at the Contractor’s warehouses during the construction phase. Monitoring and control within the assigned material group of: Delivery, forwarding, and interim inspection processes. Delivery conditions to the destination point, storage, and safeguarding of materials. Condition of materials and equipment until acceptance and installation, as well as during the warranty period in accordance with contractual obligations. Identification of potential risks when concluding contracts with contractors and development of proposals to minimize such risks. Coordination and interaction with: Government authorities and external partners on logistics and transportation of equipment, materials, and other cargo. Internal company departments in accordance with approved technological schemes, financial, and economic processes. Full execution of the duties of the General Cargo Logistics Coordinator as assigned by the direct supervisor (per staffing schedule) during his/her temporary absence. Timely submission of reports on performed activities (when required), including to the External Logistics Manager. Compliance with occupational safety, fire safety, environmental protection, and other HSE requirements established by the Company’s regulations. Execution of tasks assigned by direct and higher-level supervisors (including the External Logistics Manager).

Education & Experience: Higher education in a relevant specialty or in economics/technical fields. At least 3 years of professional experience. Certificates of advanced training and professional development courses in the relevant field. Competencies & Skills: High level of organization and time management, including resource allocation and task coordination. Ability to adapt to changing circumstances (stress resistance), effectively analyze risks, and make decisions under uncertainty. Strategic thinking and vision. Knowledge of the specifics of supplied materials and equipment, as well as transportation, storage, and operating requirements. Ability to quickly acquire and apply new knowledge. Strong analytical skills and ability to process large volumes of information (within the scope of activity). Communication and negotiation skills; ability to work effectively in a team to achieve common goals. Proficiency in MS Office, electronic document management systems, and technical documentation software. Proficiency in the state language, Russian, and foreign languages (depending on assigned tasks). Knowledge Requirements: Key legislative acts in the fields of logistics, foreign economic activity, customs regulation, cargo transportation, and procurement. Fundamentals of management, marketing, production organization, modern business technologies, and financial management. Methods and procedures of material and technical supply planning, including logistics planning, organization, and process optimization. Basics of planning, organizing, and controlling deliveries, including route development, selection of transport modes, and cost evaluation. Principles of supply chains, delivery terms (Incoterms), logistics, relevant transport network schemes, and major cargo routes. Accounting for supply and warehouse operations. Internal company regulations and documents governing the employee’s activities. Project management and coordination of logistics processes, interaction with external stakeholders, and procedures for concluding contracts with surveyors. Key requirements for processing supply, transport, warehouse, sales, and financial documentation.
