Lead Customs Clearance Engineer (Ведущий инженер по таможенному оформлению)

Responsibilities: Customs Documentation Processing: Completion and submission of customs declarations for import and export of goods. Preparation and processing of required supporting documents (invoices, waybills, certificates of origin, packing lists, and other relevant documents). Verification of accuracy and completeness of data indicated in the documentation in accordance with customs authorities’ requirements. Risk assessment related to customs clearance of goods and development of risk mitigation measures. Ensuring compliance with safety standards during customs clearance procedures. Development and implementation of internal regulations and procedures for customs clearance and control. Monitoring and evaluation of compliance with deadlines and requirements of customs procedures, including follow-up after inspections. Providing advice and consultation to company employees on customs procedures and regulatory requirements. Interaction with customs authorities, transport companies, suppliers (LSPs), contractors, and other counterparties to ensure timely clearance and delivery of goods. Full execution of duties of the Chief Customs Clearance Specialist during his/her temporary absence. Timely submission of work-related reports (when required), including to the External Logistics Manager. Compliance with occupational safety, fire safety, environmental protection, and other HSE requirements established by company regulations. Execution of assignments from direct and higher-level supervisors (including the External Logistics Manager).

Education & Experience: Higher education in a relevant specialty, or in economics/technical fields. At least 2 years of professional experience. Knowledge and Skills: Knowledge of the regulatory and legal framework governing customs procedures, including the EAEU Customs Code and national legislation, the Law of the Republic of Kazakhstan “On Special Economic and Industrial Zones,” Technical Regulations of the Customs Union (TR CU), the Law of the Republic of Kazakhstan “On Currency Regulation and Currency Control,” as well as the basics of international trade agreements, rules, and procedures related to foreign trade and customs clearance. Rules and procedures for goods classification in accordance with the Foreign Economic Activity Commodity Nomenclature (FEACN), including knowledge and correct application of HS codes. Types of tax and duty procedures, including calculation and payment of customs duties, value-added tax (VAT), excise duties, and other charges applicable to goods transported across the border. Understanding of mechanisms for tax and duty exemptions, application of tax benefits and privileges in international trade. Basics of logistics, transport operations, and principles of international transportation (maritime, air, road, rail), as well as specifics of transporting different types of goods. Internal company regulations and documents governing the employee’s work activities. Basic procedures for processing trade turnover data and documentation using databases and specialized software.
