Job Requirements
Terms and Conditions
Supervision and Team Management:
Lead and manage personnel under direct supervision, including task assignment, workflow coordination, and staff development.
Organization and Control of Estimation Activities:
Ensure expert review, validation, and verification of cost estimates for construction and commissioning works, as well as consolidated cost estimates in accordance with the regulatory documentation of the Republic of Kazakhstan (RK).
Oversee timely review of documents submitted by contractors, including:
Local cost estimates
Individual estimated resource norms and prices for construction and installation works
Material resource cost calculations
Individual overhead and profit margins
Assess the completeness, quality, and consistency of such documents with the consolidated construction cost estimate.
Prepare appropriate conclusions and reports as per established procedures.
Project Cost Monitoring and Planning:
Plan and implement control measures for project cost evaluation across cost categories, including individual facilities, work types, and procurement of equipment and materials, in line with the project schedule.
Verification of Cost Justification:
Ensure accurate assessment of the justification of construction costs and other expenses in tender documentation, including potential cost escalation during construction due to inflation, technological and social advancements, and environmental protection requirements.
Review and Approval of Payment Documents:
Participate in the review and approval of work completion certificates (acts) related to construction, with a focus on cost evaluation in accordance with legislation and contract terms.
Stakeholder Coordination:
Coordinate with contractors regarding contractual obligations and cost estimation of works.
Interact with Company departments in accordance with established technological schemes and financial-economic procedures.
Reporting:
Submit timely and accurate reports on ongoing activities and results to senior management.
Temporary Substitution Duties:
Fulfill the full scope of responsibilities of the Deputy Director for Estimation and Pricing or the Director of the Estimation, Pricing, and Cost Department during their temporary absence, as assigned.
Compliance with Regulations:
Ensure strict adherence to occupational health and safety, fire safety, and environmental protection requirements as per Company policies and procedures.
Additional Assignments:
Perform other duties and assignments as directed by direct or senior management.
Education:
Bachelor’s or postgraduate degree in a relevant technical or engineering field.
A Master’s degree in Management, Economics, Finance, or MBA is preferred.
Professional Training and Certifications:
Certificate in Activity-Based Costing (ABC) – required
Construction Cost Estimating and Cost Control certificate – preferred
Valid Expert Appraiser Attestation – preferred
Additional professional certifications such as IPMA, PMP, or similar – considered an asset
Experience:
Minimum of 4 years of professional experience in cost estimation, pricing, or financial control, preferably in construction or capital project environments.
