Team Leadership and Management: Supervise and manage staff under direct supervision Assign tasks, coordinate activities, and support professional development of the team Cost Estimation Oversight: Organize and oversee expert review and validation of cost estimates for construction and commissioning works Ensure compliance with the regulatory framework of the Republic of Kazakhstan (RK) Review cost calculations (including breakdowns and pricing) based on project documentation, work volumes, and execution plans Verify the completeness, quality, and methodology of estimation documentation Prepare expert conclusions and findings as per the established procedure Project Cost Control: Organize monitoring and control of project cost estimates across cost categories, including specific facilities, scopes of work, and procurement of equipment and materials Ensure consistency with the project schedule and cost breakdowns Cost Calculation and Commercial Support: Supervise preparation of construction cost calculations, including individual components Oversee the development of technical and commercial proposals (RFPs/TCPs) in collaboration with contractors Evaluate commercial offers and provide formal conclusions and recommendations Contract Payment Evaluation: Participate in the review and approval of work completion certificates (acts) to ensure compliance with contractual and legal cost estimation requirements Stakeholder Engagement: Maintain effective communication and coordination with internal and external stakeholders to ensure project delivery within approved timelines and budget Collaborate with internal departments based on established workflows and financial-economic processes Reporting: Provide regular reports and updates on ongoing activities to senior management Substitution Duties: Fulfill the full scope of responsibilities of the Deputy Director or Director of the Estimation and Pricing Department during their temporary absence Compliance: Ensure compliance with corporate requirements for occupational health and safety, fire safety, and environmental protection Other Duties: Carry out additional assignments from direct or senior management as required
Education: Bachelor’s or postgraduate degree in a relevant technical discipline. A Master’s degree in Management, Economics, Finance, or MBA is preferred. Professional Training and Certifications: Certificate in ABC (Activity-Based Costing) – required Construction Cost Estimating and Cost Control certification – preferred Valid Expert Appraiser Attestation – preferred Certifications such as IPMA, PMP, or equivalent – are an asset Experience: Minimum of 4 years of professional experience in cost estimation, budgeting, pricing, or financial analysis, preferably in construction, engineering, or industrial project environments
