Job Description:

• Daily work schedule is flexible.
• Work under direct supervision of Rail Operations Manager.
• Monitor work of Siding 8 Station Master, Chief Railcar Inspector, Engineer-Instructor, LSTC Maintenance Supervisor, Safety Supervisors and personnel engaged in train and switching and railcar inspections working under their supervision.
• Inform Rail Operations Manager about observed deviations.
• Daily in the morning gather the train interchange data at Siding 8 Control Post 2 from the daily train movements chart and train register log.
• Daily fill out the Interchange report before 8.00 and provide Rail Operations Manager with it by sending him the e-mail with the link to the data.
• Daily participate in Rail Operations planning meeting at 8.30 in the morning.
• Weekly conduct meetings with Kulsary station Master to analyze the train delays, suggest the solutions for increase of efficiency of operations, put together the protocol of the meetings and send the protocol by e-mail to the Rail Operations Manager.
• Promote injury and incident free operations & Company Safety initiatives. Promote the Way within Contractor and other resident organizations.
• Provide Company oversight & guidance to all facets of railroad operations.
• Maintain strong relationship with Kulsary Station Master & provide Company interface as required.
• Monitor compliance with documentation and tracking requirements to RoK rules and regulations governing Rail Operations.
• Monitor compliance with Safety Instructions and RRG procedures as they apply to Rail Operations within the area of operation.
• Monitor performance of Rail Operations Contractor(-s), ensure proper and timely reporting of any Contractor(-s) performance issues.
• Verify and validate all Contractor(-s) supporting documentation required for settlement between and Contractor(-s).
• Act as Facility Owner and/or Facility Owner Designate for facility maintenance works and any special Rail Operations activities within the area of operation.
• Ensure all infrastructure and facility issues are properly and timely reported and/or actioned.

Job Requirements:

Higher Technical Railroad Education
• Experience in Railroad Operations – 7 years
• Experience supervising personnel and/or coordinating workgroup activities
• Good understanding of interaction and communication between Yard & Train Operations and Locomotive Operations, Railcar Maintenance, Maintenance of Way, Signal Maintenance, Consignees.
• Good knowledge of RoK/CIS Railroad Regulations
• Understanding of RoK Industrial Safety Regulations
• Experience or understanding of basic facility management
• Good communications skills
• Intermediate computer skills
• Bi-lingual (Kazak & Russian)
• Licensed driver (RoK Category ‘B’
